The 2016 Texas Real Estate Year in Review Report released February 21, 2017 by the Texas Association of REALTORS® states that home sales volume and prices reached all-time highs for the second year in a row. In 2017, this is just the kindof news we want to hear. According to the report, "Strong gains in end-of-year home sales activity were a key factor in making 2016 another record year for Texas real estate," said Vicki Fullerton, chairman of the Texas Association of REALTORS®. "Last year’s record home sales activity was fueled by the momentum of multiple years' strong job and population growth across the state, despite the fact that Texas job and economic growth began to slow in 2016."

  • A balanced market has between 6 and 6.5 months of inventory, according to the Real Estate Center at Texas A&M University.

"Rising home prices and skyrocketing property taxes are driving up the cost of homeownership at an alarming rate," Fullerton said. "Growth in property values makes homeownership a strong investment, but must be balanced by lower tax rates so that Texans are not being forced out of their homes."

The demand for Texas real estate grew in 2016 with robust sales activity among several types of property, according to the Texas Annual Housing Report released today by the Texas Association of REALTORS®.

“Texas is a national leader in real estate growth, housing demand and development, which attracts homebuyers from across the country and around the globe,” said Leslie Rouda Smith, chairman of the Texas Association of REALTORS®. “Texas’ diverse economy, rapid population growth and high quality of life continue to fuel home sales activity across the state.”

Texas real estate demand increased among first-time homebuyers, single women and international homebuyers over the last year. The Texas Homebuyers and Sellers Report showed that 30 percent of homebuyers in Texas were first-time homebuyers and that single women were twice as likely to purchase a home than single men.

According to the Texas International Homebuyers Report, Texas real estate is increasingly in demand among international homebuyers from Asia. International homebuyers from India purchased more homes in Texas than any other state, with one in five homebuyers from India purchasing a home in Texas.

Condominiums, new homes, luxury homes and small land parcels also saw higher demand. The Texas Condominium Mid-Year Sales Report showed condominium sales experienced double-digit growth in most of Texas’ major metropolitan areas in the first half of 2016.

Small land sales were the highest-performing segment of Texas real estate, with small land sales volume increasing nearly 19 percent year over year. According to the Real Estate Center at Texas A&M University, Texas families are increasingly viewing small land purchases as a wise investment strategy as well as making land purchases for a second home, recreational property or agricultural operation.

New-home sales activity continued at a strong pace in 2016. The Texas Homebuyers and Sellers Report showed that 30 percent of Texas homes purchased in a 12-month period were new homes, while the Texas Luxury Home Sales Report showed that sales of homes priced $1 million and higher continued to rise throughout the state.

The 2016 editions of the Texas Quarterly Housing Report indicated that the total number of Texas home sales is on track for another record year in 2016. Texas home sales posted modest but steady gains throughout the year, while statewide housing inventory continued to remain low.

Chairman Smith concluded, “The continued growth of the Texas housing market this year despite a slowing Texas economy has been remarkable. As in 2016, housing development and affordability will remain key areas of focus throughout the state next year.”

New Lake Kiowa Water Meter FaceIn June the Lake Kiowa Utility District announced they were currently in the process of installing new meters as shown above to assist in creating a fixed based reading system. Once all the meters are changed out and the fixed based system is completed, they will be able to receive daily notifications of high usage on meters that will assist us in notifying all Lake Kiowa customers that they might have a possible leak. There also will be a customer login where each customer will be able to setup an account to monitor their own usage. LKSUD will notify customers when this is available. We hope that this will enable you to be more aware of how much water you are using and let you control your cost.

Once the installation is complete all meter boxes will have lockable lids and it is very important that all customers locate their own shut off valve. Please understand if you need help with the location of this new meter, please contact us here at the LKSUD office. If you have an emergency leak in your home, you need to have a working valve that can be found and that is usable. Most homes already have a shut off valve installed but some are hard to locate and some may not work due to age. They might be located just outside of the meter box or in front of an outside faucet where the water line enters the home. As shown in the pictures the new water meter has a five-foot cable attached to the lid and if the cable or meter gets damaged the customer will be responsible and will be billed for the replacement.

Lake Kiowa Boating Safety ClassWelcome to Lake Kiowa. If you are new to our community you have probably been given a lot of information about the Lake itself, the Lodge, and the Golf Course. This article is specifically geared towards the education as residents about Boating Requirements & Rules on Safety here at Lake Kiowa. Specifically, if you own a boat, will be using a boat, or are in the process of purchasing a boat, you will be required to comple the Online Boater Safety Test of 2016. Please make sure you are aware of the Rules regarding this matter as soon as possible.

This means if you live here, are a renter here, and will be using a boat on the lake, if you were born after 9-1-1993, you must complete the State of Texas Mandated Texas Boater Safety Course and Must Carry the Boater Education Card on board the vessel you drive and make it available for inspection by an enforcement officer. You do not have to be a Texas Resident to complete this test, but if you will operate a boat on the Lake here, you must complete the exam.

Look For Energy Efficient Mortgages

In today's real estate market, there are probably a hundred and one reasons why someone may buy a home right? Some are looking for that one thing they must have, others have a list of criteria, and still others want it because they fell in love while touring. Regardless of the reasons; we have some important information about Energy Efficient homes to share with you. As many of you potential home buyers are aware, it is possible to purchase an Energy Efficient Home. Let's talk about that for a minute.

Did You Know There Are Energy Efficient Mortgages?

An Energy Efficient Mortgage (EEM) is a type of mortgage that credits a home's energy efficiency in the mortgage itself. Most EEMs give borrowers the opportunity to finance cost-effective, energy-saving measures as part of a single mortgage and stretch debt-to-income qualifying ratios on loans thereby allowing borrowers to qualify for a larger loan amount and a better, more energy-efficient home.

Energy Star.gov says -"To get an EEM, a borrower typically has to have a home energy rater conduct a home energy rating before financing is approved. This rating verifies for the lender that the home is energy-efficient. The information below provides you with some specifics you need to know before you buy:

  • EEMs are typically used to purchase a new home that is already energy efficient such as an ENERGY STAR certified home. The term EEM is commonly used to refer to all types of energy mortgages including Energy Improvement Mortgages (EIMs), which are used to purchase existing homes that will have energy efficiency improvements made to them. EIMs allow borrowers to include the cost of energy-efficiency improvements to an existing home in the mortgage without increasing the down payment. EIMs allow the borrower to use the money saved in utility bills to finance energy improvements.
  • Both EEMs and EIMs typically require a home energy rating to provide the lender with the estimated monthly energy savings and the value of the energy efficiency measures — known as the Energy Savings Value. EEMs (and EIMs) are sponsored by federally insured mortgage programs (FHA and VA) and the conventional secondary mortgage market. Lenders can offer conventional EEMs, FHA EEMs, or VA EEMs.
  • Conventional Energy Efficient Mortgages -Conventional EEMs increase the purchasing power of buying an energy efficient home by allowing the lender to increase the borrower's income by a dollar amount equal to the estimated energy savings. While Freddie Mac does not offer EEMS, they do allow underwriting flexibilities for energy efficient improvements with all of their offerings. Discuss this directly with your lender to find out more. Another Type of Mortgage is the FHA Energy Efficient Mortgage -The mortgage loan amount for an FHA EEM can be increased by the cost of effective energy improvements. The maximum amount of the portion of the EEM for energy efficient improvements is the lesser of 5% of:homesbanner right 0 1

  • the value of the property, or
  • 115% of the median area price of a single family dwelling, or
  • 150% of the conforming Freddie Mac limit.

For more information on FHA EEM loan limits refer to FHA Mortgagee Letter 2009-18 (WORD, 68 KB) and ask your agent. No additional down payment is required, and the FHA loan limits won't interfere with the process of obtaining the EEM. FHA EEMs are available for site-built as well as for manufactured homes. Applications for an FHA EEM may be submitted to the local HUD Field Office through an FHA-approved lending institution. HUD has a searchable list of approved lenders. Information about the FHA EEM can be found on FHA's web site.  Additional information is available from HUD's Office of Single Family Housing by calling (800) 569-4287. There is also a fact sheet about FHA's EEM (PDF, 70KB). The Systems Building Research Alliance (link is external) has information about FHA EEMs for ENERGY STAR certified manufactured homes.

You May Want To Consider A VA Energy Efficient Mortgage - The Veteran's Administration (VA) EEM is available to qualified military personnel, reservists and veterans for energy improvements when purchasing an existing home. The VA EEM caps energy improvements at $3,000–$6,000. Borrowers should ask their lender about a VA EEM at the beginning of the lending process. More information about VA EEMs can be obtained from the website for the U.S. Department of Veteran's Affairs or by calling (800) 827-1000. Chapter 7 of VA Pamphlet 26-7 (Revised) (PDF, 1.5MB) contains lender guidance on the VA EEM."
